713 jobs from Muharraq Seventh District with an average wage of 615 dinars


The economy generated 5,400 jobs until September, including 1,800 with wages exceeding 1,000 dinars


The Ministry of Labor confirmed that the total number of job seekers registered with the ministry until the end of 2023 amounted to 16,978 job seekers, while the number of job seekers registered with the ministry from the total mentioned above for the Seventh District in Muharraq Governorate amounted to 425 job seekers, 311 of whom are females.


While the number of employees from the Seventh District in Muharraq in 2023 amounted to 713 employees, 344 of whom are females and 369 are males, and the average wage of those employed amounted to 615 dinars.


This came in the ministry's response to the parliamentary question submitted by MP Abdullah Al-Dhaen regarding the number of unemployed registered with the ministry, and the efforts made by the ministry to reduce the percentages.


The Ministry stated that it works in partnership with other government agencies within the framework of government policies, initiatives and plans, and the priorities it sets for various government agencies, especially with regard to managing the labor market and enhancing the preference of Bahrainis in employment. These plans are as follows:


1- The government program for the years 2023-2026.


2- The Economic Recovery Plan 2021-2024 launched by the government in October 2021, which includes 5 main initiatives, most notably the initiative to create promising job opportunities to make Bahrainis the first choice in the labor market, which aims to employ 20,000 and train 10,000 job seekers annually until 2024.


3- The National Plan for Regulating the Labor Market 2023-2026, which was approved by the Cabinet, within the framework of implementing the provisions of Decree-Law No. (21) of 2021 amending some provisions of Law No. (19) of 2006 regarding the regulation of the labor market, through which the Ministry of Labor was tasked with preparing the National Labor Market Plan every four years, which aims to create quality job opportunities for citizens to make them the first choice in the labor market, and align education outcomes with the needs of the labor market, in addition to strengthening partnership with the private sector and developing local and foreign investments in the Kingdom, while further strengthening oversight and regulation and developing labor legislation and laws that encourage attracting various investments and controlling the movement of workers in the labor market.


4- Bahrain Economic Vision 2030 based on the principles of justice, sustainability and competitiveness.


5- The current legislation regulating the labor market, most notably the private sector labor law, unemployment insurance, vocational training, the labor market regulation law, and others.


The ministry explained that government policies rely on providing job opportunities on an integrated system of balanced plans and procedures, as the plans depend on supporting the growth of the private sector in generating job opportunities, and the activity of the economy and generating decent job opportunities for citizens in the private sector depends primarily on the Kingdom's ability to attract foreign investments, which requires the openness of the Bahraini labor market and keeping pace with global changes, and that the organized environment be attractive in terms of legislation and regulation through the facilities granted, and in this regard, the policy of stimulating and supporting the private sector to generate appropriate job opportunities by addressing the cost gap and the skill gap, which makes Bahrainis in demand in the labor market, as follows:


• Benefiting from the Kingdom's ability to attract foreign investments, as these efforts enabled it to attract investments amounting to $1.435 billion until September 2023, and the national economy obtained 5,400 new jobs, 1,800 of which have wages exceeding one thousand dinars, through foreign companies' investments in 64 projects according to the Economic Development Board report issued in October 2023.


• Imposing ratios Bahrainization in private sector establishments, where different sectors and activities are obligated, without exception, and to varying degrees, to Bahrainization rates, based on the degree of Bahrainis’ interest and desire for the professions available to them, where the Bahrainization rate set in some attractive sectors reaches 50%, and is applied automatically (electronically) and a parallel fee is imposed on each work permit for foreign workers in the event that the establishment does not adhere to the set Bahrainization rate, and these rates are subject to continuous evaluation, and it is required to obtain government tenders to adhere to the set Bahrainization rates, noting that the Bahraini worker has proven his ability to compete, due to his skill in the labor market, which led to many attractive establishments voluntarily relying on national labor and achieving high Bahrainization rates that reach 80-90% in some establishments, and that all government companies are committed to the set Bahrainization rate, as it exceeds 80% in most companies. In addition to providing wage support programs that increase the level of incentives for business owners. The ministry added that a special program has been provided to support the employment of engineers for a period of 5 years in order to obtain a license to practice the profession according to the requirements of the Engineering Professions Council, and the support ceiling has been raised to 1,000 dinars.


A support program has been created specifically for law graduates, and the program provides training opportunities at licensed law firms. Trainees are granted a reward of 300 dinars per month for two years, according to the period required to pass the period of a lawyer under training and in preparation for obtaining a license to practice the profession of a working lawyer.


Supporting the wages of hiring new doctors and dentists for a period of 3 years, and raising the salary ceiling for working doctors and dentists to a maximum of 1,000 Bahraini dinars and a minimum of 800 Bahraini dinars.


In addition to providing incentives to hospitals and medical centers in the private sector that achieve a Bahrainization rate equal to 25% of doctors, as the facility will receive 10% per month of the cost of Bahraini doctors' salaries in the first year, 20% in the second year, and 30% in the third year.


A special program has also been created to improve the salaries of Bahraini doctors previously employed in the private sector, and Tamkeen will bear the salary increase of more than 600 dinars by 200 dinars for a year.
